How many hexas can a city encompass?

I'm setting down cities for my scenario, and I need to know so I know how close together or how far apart to set them down.

What's the maximum number of hexas a city can encompass?

If you use the default values, then a city can work out to a radius of 3 hexes, meaning it can work a total of 36 hexes in addition to the one the city sits on, and can use culture to claim hexes out to a radius of 5 (an area of 90 hexes: 36 that the city can work, and 54 that it can't).

Of course, you can change these radii, but that has a LOT of balance implications.
