how moddable is CIv 6?

How moddable would you like CIv 6 to be? I hope it's more use friendly than the previous iteration. Because the first to go would be that bright green grass color in my game. My dream would be the ability to reskin a lot of the items in game, with perhaps a map editor would be so amazing.
 
According to the devs, the game was built with modders in mind. Game rules now apparently work in a much more logical sense, allowing us modders to add and tweak things far easier than in Civ V.

We're unsure about graphics modding so far, but a lack of integrated 3D support would royally screw many aiming to create mods that meet Firaxis' high quality so as to seemlessly slip in immersion wise.

Although the barrier to modding in Civ V was ridiculously hard, terrain modding like you're suggesting is actually relatively easy.
 
If this game don't got alot of total conversion mods like civ 5 and beyond earth, I'm going to be very unhappy with this game. Civ 3 and Civ 4 was the best modding scene I've ever seen, and after Civ 5 and Beyond Earth, total conversion mods was pure :) :) :) :):) :) :) :):) :) :) :):) :) :) :)... nothing unique, no new mechanics, nothing special. NOT EVEN A DOOMSDAY COUNTER (thanks fall from heaven 2 :P ).
 
The short answer is that we won't know really until release and modders get their hands on the tools. Firaxis has been saying that it will be very moddable though fwiw.
