I'd say it's quite similar. In fact, I find it more similar to Civ than MoO. I'd go as far as to say that GalCiv II is "Civ in space".

You do indeed research techs, although the tech three isn't as complicated as Civ IV's. You do not build cities, but colonize and develop planets - which works kind of similarly. There's even the equialent of Great- and National Wonders.

Tech tree is actually one of the biggest differences. Apart from having different techs (Warp Drive instead of The Wheel :)), it's far more open. You can go very deep into the diplomacy part of it without developing weapons, culture, etc. In Civ, the tech tree is far more linear, you can't get Tanks without Fishing.

Another difference is that you can't settle everywhere. But you still compete with the AI's for planets, so expansion is quite simmilar. And other things are much closer to civ. You have ships just like units, along with Colony ships (Settlers), Constructors (kinda like Workers) and Freighters (Civ1 Caravans). Like Lars Domus said, you improve planets just like cities in Civ, except that you're building both improvements and units at the same time.

No one flat out said it but GalCiv2 is not a RTS it's a TBS. I just started playing GalCiv2 and I love it. You can really customize you're Civ including your ships, which isn't a superficial application (it's very in depth), I spend hours just designing ships. I would suggest that you download the demo and give it a try, you won't be sorry!!!

I did download the demo and really love the ship designer, but theres absolutely no help as far as how the game is suppoused to work or how I should do things. For me, a demo should at least have some kind of tutorial.
