How to allow cities to work use/work more than 3 tiles away?

Can anyone help me to adjust .xml files in that way?

Is someone working on a mod? There probably is. It was quite popular in Civ V

I tried to figure out whether that's possible a few days ago, and there doesn't seem to be a GolbalParameter to change it, so it's probably impossible.
