How to create Civ4 unit graphics

How do I create/edit the unit graphics for Civ4? What programs would I need, and could those graphics be adapted into graphics for Civ3? I can't seem to find much about nif and dds files.
 
You need a 3d modeling program like max or the free and excellent Blender. http://www.blender.org/download/get-blender/ You also need the plugins to handle .nif files for whatever program you will be using.

Or you can just reskin the existing models using an image program like Paintshop Pro or Gimp and use a .dds converter to convert the files.

Whilst I have PaintShop Pro and Adobe Photoshop, they are both quite old versions, PSP7 with JASC Animation Studio, and PS7. Would these still be capable of doing the job, and where would I find the plugins?

Gimp is a free program if your existing program isn't good enough for you, but I think you are probably fine with what you have. You need a plugin to convert the 3D models, not the textures. For those you will need another program to convert file types. (Specifically .dds to whatever you want to use with photoshop and then back again.) I can't remember where I downloaded mine, so just google for something like "dds bmp converter" and you should find a program.
