How to Create Scenarios

By using several of the utilities that have been made for Civ3 it is now possible to create scenarios for Civ3. This includes placing units, cities, etc. on the map but as of yet events are still impossible.

To create scenarios you'll need a couple different utilities. If you don't already have them you can download them at the URL:

Erik's Save Game Editor

First make all the modifications to your .bic and graphics that you want for your scenario. Add new units, draw your map, etc. Once youv'e done that start a normal new game with your new graphics, .bic, etc. As soon as it starts don't do anything, just save the game and then exit. Now use the above saved game editors to modify the .sav so it has all the cities, units, etc. you want.

To create cities, use the save game editor with the multitool to create a settler of the appropriate civ at each location where you want a city. Then start up the saved game and order the settlers to build city. Use the TCG editor to change the player's civ as needed. Then use the saved game editor to modify each city so it is of the size you want, with the improvements you want, etc.

To add units use the multitool to add them. To modify the techs available to each civ, use Erik's Save Game Editor to give each civ the tech you want them to have. To change things like government, mobilization, etc. for each civ use the TCG editor to change the player civ to the one you want to modify, start up the game load the .sav and then alter the settings to what you want them to be. You will probably be jumping between using the savegame editors and being in the game modifying things many times. The PowerBar can be usefull to change things while your'e in the game that would otherwise take a savegame editor.

Once your'e done with all that you'll need to create one copy of your .sav for each civilization you want to be playable. Use the TCG editor so that each copy has the player's civ set to a different civ.
 
Has anyone ever actualy done this? I've never seen one, but it sounds like the good old days of civ II-like scenarios may be coming back. Good luck!
 
Yes, it's been done by a few people. There are a couple Scenarios on Apolyton you can download. Most of them aren't as extensive as civ2 style scenarios, though. It's way harder to do things this way then it was in Civ2. With the new editor coming out soon it should be easier, hopefully.
