how to fish

It says that the work boat can create fishing boats but how do I do that? I have Fishing and Sailing Tech but it does not give me the option to create a fishing boat. How do I work the water tiles?

You can only create fishing boats on fish resources. Ordinary water tiles are just worked like any other; build a lighthouse and granary and it turns into a nice commerce town.

You have to build a Work Boat unit in a coastal city, move the Work Boat to the Fish plot, then execute Create Fishing Boats command, which will cause the Work Boat to be permanently assigned to working that plot (turns them in to Nets).

You need a separate Work Boat for each plot of Fish, Crab, Clam, Whale, or Oil (at sea) that you wish to collect.

Typically the best way to go. Whenever it's in my "recommended" for a city I always build it, automate it, and forget about it.
