how to get a Mutual Protection Pact?

could someone tell me the best way to get in the position where i can propose a mutual protection pact?

I know how to establish embassies and propose other diplomatic relations, but i don't really understand why MPPs only sometimes are possible

You need Nationalism to sign them.
BTW, welcome to CFC!

You need nationalism,and an embassy in that particular civ.(it also helps to be a good friend to that civ so that they will wish to renew the pact)

is there anyway of breaking a MPP between two others civs?

Get them to declare war on one another.

Or sign an MPP with one of them and then wait for the other to attack you.
