how to play a mod

in really simple terms, how can I play a map i've created. I make a map, and save it. i can find it and click 'enable' but the map that shows up has nothing to do with the map I made. how can I simply make a mod and play it. nothing crazy or in depth, just make a map and play a map. i'm sure this is no problem for anyone else, but it's really frustrating to me

A map is just a scenario without any starting cities/civs
