hypertext link error

hope someone can help with this!!
civ3
when i've been playing for a while I get a message saying
"hypertext links reached maximum"
not the exact word order but very close.
is it a limitation or bug or can it be fixed.

Just keep clicking okay until you reach the maximum amount of overflowed links.
