I am going insane! First building mod not working...

I need your help!

I just created my first building mod today and it wont work! When I load it up I can play Civ but it does not show up in the tech tree or as a building when I use IGE (In Game Editor Mod).

Please help! I fixed many small errors and even created images for it but it wont work! It will greatly help me if you tell me the errors so I can create more mods + Ill put u in the "Thanks" part of the mod.
