I can't destroy a city

Hy everyone,

I have a problem.... I have been playing civ 5 for a few days... and 2 days ago I decided to concur a city next to mine... since then I've been attacking it endlessly... with catapults and everything.... the city's life is at minimum but it's not destroyed, when my term comes, I fire with the first catapult the city life goes -1, but that's it, when I fire with all the other catapults and archers, etc... no life is being taken from the city...

What am I doing wrong ?

Siege and ranged units cannot destroy a city from distance. You need to attack the city directly from melee range. Move another unit onto it's position.
 
You can't completely eliminate City States and Civ capitals.

Earlier in the game I concurred a city very easy, why this one is more special ?
If I can't concur the city, what can I do ? I can't make him to give me money or anything...
