If it is a complete mod packs, go into My documents, then my games and then either go into the civ4 civilzation folder or the warlords, depends what mod you have downloaded, then go into "custom mods" folder (might also be named as "mods") then unzip the modpack in there, then start civ 4 and off you go

So you downloaded units and want to put them in the game? I would say make a mod and add the files for the units to that mod. No clue how.

go to the downloads section and look at the description of the mod, sometimes the author gives a run through on how to install the mod. If it doesn't PM the Author to ask how to.
