ICBM Targetting problem

I can't find this problem elsewhere so I apologise if it's already been posted.

I only got the game last week, I have the recent patch. I'm playing a standard single player game, noble difficulty. I achieved victory through winning the space race and decided I'd kill a few cities with ICBMs before I start another game. I haven't used ICBMs in any of my other games so far.

When I try and target the nuke on land tiles nothing happens. It worked on the few water tiles I tried, but on any of the land tiles the cursor just goes back to normal mode when I click. I don't know if this is a bug, but I can't find an explanation for it in the manual.
 
At first I thought this was because you needed to declare war on an enemy before you could nuke them, but after an experience I just had, I am not sure.

I cannot target nukes at certain things. Greece declared war on me, and came into my territory with a really big invasion force... but I cannot launch an ICBM at them. It refuses to work. The Greek troops came in through Russia (lousy open borders), so I figured if I declared war on Russia, I could at least drop a bomb on their side of the border that would take out some of the invading Greek troops, right? Wrong!

See enclosed picture... the only unit I can attack on the entire map is the stack next to the lake next to Moscow, the Greek tank. None of the other units are targettable, not even St. Petersburg.

I wanted to enclose a saved game, but it says it is too big (665 kb)... almost all of my saved games are over 500 kb in size. How do I get them smaller?

This has been brought up on main discussion but i don't mind answering it again.

To Fire ICBM:
1) Must Be at war
2) Cannot have your units or territory in blast zone (target +1 square every direction)
3) Cannot have any non WAR players in blast zone (including spys)

If all 3 of these are followed then happy nuking...
 
yea for some reason they made the ICBM a spite weapon and nothing more. IMO it should be a civs choice if they want to detonate one aginst their own stuff but the devs don't share that I guess.

And atm there is no way to mod this as those controls are hard coded... trust me i looked for hours :P

Cheers for the answer. That does make sense alright - the enemy I was targetting has only one city left. There are no land squares without an adjacent square in someone else's territory. It would have been nice to get a "that would mean war with the...yes/no" box though rather than no explanation.

I don't really like the idea either tbh. Nukes are the weapon of a madman, all these rules seem to imply that using an ICBM might actually be justifiable ;). It would actually be interesting if they had the use of the ICBM limited depending on your government civic.
 
I agree... personally i could see many countrys in RL that would use a nuke on their own territory if all else fails... heck if you had 1 warrior guarding a city and 50 tank brigades showed up wouldn't you nuke them? :P

I had to play with this trial and error because i couldn't figure it out either. my first real nuclear detonation was aginst an uninhabited island. and mostly out of frustration for not being able to drop it anywhere else :P
