While Civ VI is already distinguishing itself from its predecessors in numerous ways, the concept of an entire Civilization's "personality" or "Agenda" being based around a single Leader and their place in its history is pretty familiar. But secondary agendas aside, what if there were more ways to play a given faction (based upon the Leader you choose)? Even going beyond that, what if you had a selection of iconic units, buildings, or other bonuses associated with a given Civ across history you could choose from in the pre-game set-up?
Take America for example. Teddy Roosevelt's Big Stick policy can be a great thing for military focus, but Washington's Colonialist Legacies (with its own Minuteman unit as opposed to Roosevelt's P-51 Mustang) and bonuses such as cheap tile purchases would add such a different way to play that America could literally play two different ways.
While not every Civ would necessarily lend itself to having multiple Leaders, such a feature would offer players added depth to choosing how they would prefer to lead it to victory.
