"In port" modifier

I noticed that Hminee of the caretakers has a +100% in port modifier when attacking a port town. What's this about? The unit in question were laser rovers.

Everyone gets this bonus when attacking ships or aircraft that are "in port".

Air units get the modifier. I dont think that ships get the modifier attacking ships in port.
