increasing worked tile range for city

Hello,

For now city can work tiles in 3 tile radius from the city. If there is a tile (say horses) 4 tiles from the city that is within cities culture borders, city can not work it (can not get hammers from it). I would like to know is it possible to mod this game so, that cities could work tiles lets say 5 or 6 tiles from the city, if of course they are within cities culture borders.
This would be useful when playing one city challenge, because city's territory gets really big, but workable tiles in 3 tile range can be quite poor if starting location was not very nice.
If it is possible, I would like to know where in XML files I could change that.

I've been thinking about this, would be really nice to be able to create HUGE cities. However I think it would slow the AI down a lot as it would multiply by a huge factor the number of choices for which tiles to work.

I think a more attainable solution is to mod ways to increase production on existing tiles and add new specialists.

Of course you realise that those horses can still be linked as a resource even if you can't get production/food from the tile?
