I see a few people having the same problem. It's weird and I suspect a bug with the way Civ is handling mods. Have you tried the steps in this thread?

The big ones that are important:

1. Shut off civ V
2. Clear the cache folder
3. Unsub from all mods
4. Make sure the MODS folder is empty
5. Turn civ V back on
6. Resub from within the game

I'm having the same problem. I don't see the mod when running Civ V. I've tried all of the steps you've recommended but still no luck. Any other suggestions?

This may be a dumb question but I've seen it happen before: when you enable the mod, do you press the "next" button and start the game from within the mod menu? Or do you back out to the main menu and start the game from there? If you do the latter, all mods are inactivated.

Not a dumb question at all as that's exactly what I was doing wrong. I was pressing 'Back' and not 'Next'. Thanks!

Removing all mods from the directory did the trick!!
