Installation Issue - Video Driver Related?

Everyone:
Good afternoon. I've got a Dell Inspiron 9300 with an ATI Radeon X300 card (128MB), 1 GB of RAM, and a Pentium 1.8GHz processor. I've tried, and tried to install CivIV but each time I install the install appears to run fine, but all the shortuts in the installation directory have no targets. When you launch the program from either the start menu or the desktop icon you get the 'Loading' screen and the progress stops there. I've read many several issues related to the ATI card issue, but none of what I've seen outline the problem (oh i hope its the only one..) that I'm having. I will try to find these Omega drivers for ATI card and begin-agian. Does anyone think this installation issue is related to the card? I've contacted Tech2 support and they are of very little help.

Everyone:
Our saga continues... Resolved, I installed CIV4 to a lesser powered desktop at mi casa, just to prove to myself that it wasn't media, and lo and behold, it installed launched..without incident. So, after fdisking, formating, re-I on the aforementioned laptop, I re-I'd CIV4..no effect. All the shortcuts in the CIV installation directory still had no targets and CIV hung on the 'Loading' screen. I then deleted all the files on the laptop related to CIV, but left installation folder. I mapped a drive across the network and simply copied the files into the directory on the laptop. Sucess! The game launches without incident. However, it didn't launch after a re-start. I'm going to delete the cache folder (found somewhere on this site...) and give it a go.

I wonder..does Take2 HAVE a QA department?

Inquiring minds want to know....

Thank you for your reply...I'm remiss, I didn't write down that I had run a scan-disk and a defrag when I re-installed....'no runs, no drips, no errors..'
 
SOLVED!
Okay...I'm Civ'ng. Save issue was solved by disabling 'Simple File Sharing'. Set my Video Card: 'Disable Catalist A.I. & Interlacing to 'Adaptive'.

I've beat it already at Cheiftin and working my way up...
