At the request of CIA Blackheart:

The Preliminary poll was for the 3 Settlers to be Integrated in cities with Low Population. (Size 6 or below, including but not limited to Arrakis, Hill Valley, and Grumpypuss.)

In addition, the Roman Workers are set to be integrated into certain cities, as per my recommendation. (Arrakis, Yatta, and some others.)

Remember, the city must be able to support these new citizens. Settlers are worth 2 Population Points, Workers 1.
