Is it possible to mod interaction with free cities?
Barbarian clans is one of my favorite modes. I would like to see something similar with free cities.
Sometimes you exert enough loyalty pressure but are not really interested in keeping the AI city. Don't really want to let them conquer it back or raze it either but then that free city is kinda annoying because their units are at war with yours.
Perhaps the simplest way to mod is to give them the ability to convert into a city state like the barbarian clans? Could have a requirement of certain number of turns independent? Obviously capitals would have to be unable to do that.
It would be cooler tough if they would have some unique interaction. Maybe they could be clock able like barb tribes and then you could "invest" in them so they would stop attacking your units and be useful to you somehow. Would love to send a trade route there.
So what do you guys think? Is any of this within the realm of modding?
