irrigation problems

Having some troubles using irrigation in Civ 3, don't know if it's a fault or something I'm doing wrong.
Basically, irrigation isn't increasing food production on grasslands. The tile will irrigate (eg the irrigation graphic will show up on the tile) but food production will remain at 2 rather than increasing to 3.
However when I irrigate other terrain types, such as plains or flood plains, and in fact even when i irrigate grasslands that have bonus resources on them (such as cattle), they all do increase in food production by 1 as they should.
Is there something going wrong in my game, or is it just that normal grasslands don't gain food production when you irrigate?
Makes it bloody hard to play if you don't get anything for irrigating! ;)

You are in despotism government. tiles that are valued at 2 are worth 2. tiles that are 3 get knocked down to 2. tiles that are worth 4 get knocked down to 3, etc. despotism subtracts 1 for all values 3 or more.

That applies to food/shields or commerce. Reason enough to get out of despotism.
 
And reason to mine, rather than irrigate, grassland without bonuses (cow, wheat, etc) in despotism.

thankyou all for your help, I thought it must have been a newbie error on my part.
Though I wish it had said something about that under the irrigation entry in the Civilopedia!
