is it possible to make units suffer damage outside your territory?

i have this idea (not exactly new, i must have read it somewhere) to make exploring a real challenge: units suffer damage outside their own territory.

this damage would be greater in earlier eras, smaller in later eras. also some terrains would be harsher on units than others.

units would also be unable to self-heal outside their own territory, but there could be support units with the ability of healing units, these units would have limited charges and could fully recharge once they were back on their own territory.

and tiles with roads would not cause damage, but would still not allow self-healing outside one's territory.

two big problems:
1) i have no idea how to do this or if it is possible at all.
2) if it were possible, i'm not sure the AI could be taught to play accordingly (i'm picturing the AI starving its own units in the desert over and over and over).

any thoughts are welcome :)
 
it's probably possible - you could set all units to auto-heal every turn, and set their default heal to -5, then buff it in friendly territory or on roads, etc.

But it's a sure bet that the AI would be helpless.
