[GS] Is the game giving resources for free?

Just now in my game (but not the first time I see it), when I finished researching the tech for oil, I received the message "we found an oil source". Clicking it, it seems to focus on a neighborhood of one of my cities, if not the city itself, but the icon of resource is not showing (even trying Ctrl+Q). And it just started to store oil with no need to mine it. Am I missing something or it is a bug? I use mods.

The oil resource is under your neighborhood or city center district and you will automatically start stockpiling it - no well necessary. There also won't be an icon that shows. Not a bug.

I agree. It should count as a bug. It might be strategically important to know where exactly the resource is.

It is not a bug it is Works As Designed just as Laurana Kanan stated.
