I've never liked this feature, and maybe I'm imagining it, but it seems to be present more often now than when Civ VI came out. Not sure if it differs based on map type, sea level, other settings. Does anyone have more info about this?
You probably will enjoy playing the Tilted Axis map. There's snow only at the corner and at the center of the map, with the edge being filled mostly by water and islands. It forms one continent on each side of the map, both without tundra and snow. It's an interesting map to play, its only issue is that it can't be circumvented.
I've found that setting the map temperature to Hot, while it sometimes gives me more desert than I'd like, also reduces the Snow/Tundra tiles to a (for me) acceptable minimum.
