[Civ2] Is there a way to get Civitas to work on MGE?

I'm testing out the Blitzkrieg 1936 scenario and I want to change some city parameters, and I can't get Civitas to work on MGE files and I can't get CivCity to work on Windows 10, and unlike batch files, I can't edit Civcity with Notepad++

Is there a workaround? For example, in Blitzkrieg the Danube is ocean tiles but Vienna can't build fisheries, and that's kinda absurd. That I need CivCity or Civitas to edit.
