Yesterday the game was running fine then last night everything started lagging/studdering. Moving units or just moving around on the map lags the game does smooth out when I talk to an AI or when I enter city view, it also smooths out when I enter into the combat animation. The way it is now is pretty much unplayable.
I have upgraded all my drivers. Reinstalled the game, I'm using Steam if that makes a difference. All other games run just fine. My computer has 16 GM of ram and my graphics card is a GeForce GTX 690.
I forgot to add after running FRAPS I see that I am only running at 1-3 FPS but when I am doing anything else besides moving around ie picking a tech or in city view my fps jumps to 60.
