Limit to number of types of units a city can produce?

Playing Lanun, messed around and founded 6 religions hehe (monarch dif), kept octos as the primary, plow toward altar victory, 'planned' to switch to RoK for the final altar for the soldiers who sak to contribute production, and noticed a weird thing..

well i switched to RoK, fanned out my thanes, started building temples of K. I found in towns where i had not built the temple i could build soldiers, towns where i had built temple i could not build soldiers so...

I was wondering if a city has a set number of slots for "types of units which can be produced" and possibly when i built a temple, since stonewarden becomes available takes the last slot away from soldiers? Does that make sense? Anyone else ever noticed this?

I can still make soldiers in 3 towns where i hadn't yet finished temples, and anyway theres plenty of time so I'm in no danger of losing this particular game. Just kinda wondered if this is something known, or a bug?
 
Soldiers of Kilmorph are made obsolete by Paramanders, which require the Temple of Kilmorph to be produced. So once you research Fanaticism you will only be able to produce Soldiers of Kilmorph in cities that do not contain a Temple of Kilmorph. This isn't a bug, but it does frustrate some people.
