map editor help - civ starting point placement

i am trying to create a scenario/map using the map editor - i am defining the start points for the civilizations on the map in the editor, but its not picking it up in the game - is there a guide or some help for the latest version of the map editor and having the game recognise the settings i define in the map editor?

I believe you need to launch the game in the mods sections. I could be mistaken, I've had the same problem in the past and that was one of the steps I took to try to get it to work.

also there is a load as scenario button somewhere under the map type, not sure how to make it appear, that needs to be set.
