Mausoleum of Theodoric not available in build queue

I seem to have an issue where the mausoleum of theodoric isn't showing up in my build options even though it should. I have the wonder overview mod and it shows there as available in certain cities but it's not an option to build when I open the build queue. I even converted a town to a city that was supposedly available but no luck. I don't think I've ever built this wonder but am trying the build all antiquity wonders challenge and hit this. Just mentioning that in case this is an old 'bug' in the description and it actually needs a specific terrain type as opposed to just any tile next to a coast.

Okay I was a numpty - the Wonder mod confused me. I thought I had just finished Organized Military but I hadn't. Continue on your way - nothing to see here.

This is the ONLY wonder in the game that I could never build, even on the lowest difficulty level. The AI goes crazy for it in EVERY game.

I was going to write a pillaging guide but I couldn't get my pillage game done before patch 1.2. I wanted to get to 300% pillage bonus so I needed Mausoleum. I restarted the game six times trying to beeline it and the AI got it every time. On the sixth game I wasn't even finished researching the civic before the civic to build it and Catherine built it. Even before anyone built Terracotta Army. Turn 49. Since she was next to me I wiped her out and took it, seems the only way to get it.
