Mayan long count cycle bonus not working?

I've looked to see if this is reported as a bug but can't find anything.
I chose a Great Person after discovering Theology (Great Scientist which I used to create an Academy) and since then, nothing.
I've played Pacal in other games and it has worked fine, any ideas?
