[MINOR BUG] Can't skip turn while in a city

I have noticed that pressing spacebar to skip a turn while in a city does not work in certain situations. So far I have only noticed it with wounded units. Skipping a turn with a Great Person in a city works fine.

I often skip a single turn with a wounded unit in a city with less than 7 HP if I don't need them to heal fully but just want them to get +3 HP so I can continue on my rapid attack advance. This is especially important when playing with Japan with its Bushido trait as your attack is full strength regardless of your HP, so it's not as important that it be 10.

Sure I could hit H to fortify till healed then come back and cancel it the next turn but if I have 30 units on 5 fronts that becomes annoying to remember.

I would post a save but I'm at work. I will later if requested. It's easy to reproduce though.
 
In my experience you can't skip turn with any military unit in a city- if you want to be reminded to do something with it on the following turn you need to move it outside so it doesn't garrison. I could be wrong, though- maybe you can under some circumstances. I've just never been able to when I've wanted to.

I can see why the game would want to not allow an un-garrisoned unit to be in a city's tile (it would need to be treated as garrisoned or else would make combat quite wonky), but a better solution is to have units that skip turn in a city be counted as garrisoned for combat purposes but, and this is the important part, still come up as getting a turn on the following turn.
 
Ah yes, I had forgotten that a military unit in a city needs to garrison or get out, for combat calculation sake.

But you're right, skipping the turn should just garrison the unit for the turn, then pop up as movable on the next.

It's annoying to move it out of the city just in order to be reminded about it, because it heals less (2 HP vs 3 HP) outside of a city.
