Mod help - changing building bonus properties

Hi

I'm experimenting with civ4-BTS in trying to make what I hope to be a simple mod - I'd like to be able to change the bonus properties of a building depending on the technology that has been researched.

I'd like to, say, reduce the number of hammers needed to build a Barracks by 25%, for example, once Military Science has been researched

Two questions:
1) Is this a good idea?
2) And more importantly, how might I go about doing this? I hope it simply means replacing the cost of a barracks from a static 90 (or whatever it is) to something like 90*barracksCost where barracksCost is reduced from 1 to 0.75 once Military Science has been researched. I guess the question is how to I define this variable and insert appropriately into the buidling XML files?

If anyone can point me in the right direction I'd appreciate it greatly. However, please remember that I've not made a mod before so I've not figured out how apply this principal, but I hope to yield changes to research strategies without actually changing the game's tech tree. And if this is simply a case of inserting relavent variables then I would hope to try other ideas using the same technique. Eg increasing the output from a Library from +25% to +35% once Education has been reserached, or increasing the town's war weariness by 1 unhappy face if you have a University in the town AND have researched Fibre Optics etc etc.
