Would be a great idea for a 3 or 4 slots for all district area making them more useful when you have smaller space to work with because the other civ moving in to close you off.
Seems easy to do in principle but only two buildings will show on the map and not being able to select which building to overbuild will become an even bigger problem. Nevermind specialist balance and such being messed with.
