this is just an idea if anyone wants to pick it up as i have no programming xp/knowledge
mod idea
a single building called the activity center it requires 1000 production or 6000 gold has a 2 gold upkeep
eliminates all unhappiness generated by citizens within the city it is built in
requires drama and mathematics
