I've searched many forums and looked through the XML files in CIV4 but I can't figure out how to edit the starting treasury for each civilization. I'm trying to make a scenario where certain civs will have more tech but less money while others more money but less tech, can anyone help?

If you are making a scenario, then you just edit one of the cities of that civ and change the gold value.
