Mod request open borders trade?

I thought there once was a section for mod requests?

Would it be possible to mod so that open borders agreements brought back the ability to trade with other cities as in civ 4. i.e. when a city trades it (I'm not sure exactly how it worked in civ4) would also throw into the pool of possible cities to trade with the cities of the AI civ that it has open borders with (with the provision (perhaps) that the capitals of both had to be "out of the fog of war")?
