Modding the banners

I am going to look into modding the banners to coincide more with the countries associated with them, inline with what freeciv has done.

Any ideas?

Have you found the art files yet? If so, what format are they in?

Assets\Art\Interface\TeamColor in the mod folders and those are .dds files. Interestingly enough though there isn't a TeamColor folder in the game directory.

Edit: of course there is that 300mb Art0.pak file in the assets folder, you could probably just create a TeamColor folder and put the flags in there, that might override the default flags, or maybe just make a mod for it (probably the safer thing to do).
