My city wants to join vassal immediately

So my city Wonsan, cultural powerhouse of my nation. Portugal spontaneously wants to be my vassal. Within a turn or two, suddenly Wonsan is demanding I let them rightfully join portugal.
There is no reason for it. Its such a powerhouse that its jamming borders up against cities.
This occurred in my last game but with Augustus and the romans.

I have had a similar problem. I had a vassal (the summerians) and then I destroyed our neighbor the Mongols. I did take a few of the mongols cities but it is not there the problem is.
I built few new cities and in the next turn I did get a message that the city (cities) is demanding I let them rightfully join sumeria. They were not exact on the border of the summerian and they hade 100% Persian culture (I played as the persians). Sound to me like a bug, I don't got a save right now, I shall check if I got any when I get home.
 
I experienced it too, in my very first game. One of my cities demanded to "rightfully join" the Koreans. That city was one of my best, it generated lots of culture, commerce and hammers, and there was 100% of my culture in it, none korean. Doesn't make sense.

Of course I declined the request, but you have to be really careful not clicking the wrong option on those annoying pop-ups...
 
Play a few more turns and it should pop up. They demand it every x turns.
That save is right after their first demand. As for as reproducing it, same thing both times. A nation spontaneously asks to be my vassal, wonsan was the closest city to them each time (and both times a cultural power house) and within a couple turns they're asking to join them.

I have also had this happen multiple times. Doesn't make sense. I think the pop-up goes away if you turn off advisory pop-ups.

It would make sense to have this in if there was some negative reaction for not liberating a city (increased unhappiness, say,) but as it is, it's a pretty useless feature.
 
I had several cities constantly wanting to "rightfully" join my weak Native American vassal even though they were never of that civ and cultured core cities. Of course the conquered cities wanted to do that too, but this I can understand.

The request doesn't mean anything -- it's like your advisor suggesting that you build a library or something. It just is being suggested too frequently and for cities that it really shouldn't.
 
It is a bug related to the colonies cities, that become vassals as well.
I Belive the game dont understand the diference between the vassals and colonies. When you liberate a colone, yours cities near them ask to be liberated. I Belive the same logic is been uset to vasals, but I don't think that is right.
