Terrorism/Espionage:
Terrorism is substained by nations in hidden way;Ecotopians can use eco-terrorists while they keep a good face in diplomacy;
To find out who is the leading nation of a terrorist attack or to investigate on foreign nations while they prepare it,SPIES should have the command "investigate terrorism",that allows the investigator to know what terrorist attacks are/will be done by the investigated nation against who;
then,the possibility to harm allies against those attacks,or to shut up if the target is an enemy
Some governments are more prone to terrorist attacks other are less;fascism gives many freedom limitations,nobody can simply buy a ton of eplosive and hide at home
sabotage:spies should have the possibility to block production/block missiles on silos/harm technological units
Assassination/kidnap:by terrorism or espionage:u can for instance kill infantry units/Army generals (penality on enemy army's loyality for some turns)
u can kill directly the enemy leader (very difficult to perform,nearly impossible if counter-espionage) with terrible consequences...fragmentation,riots,new government,anarchy,until there's a new leader.
Diplomacy options:
-Change your government:A campaign of democratization ?
friendly government types have more possibility to interact (more regard)...another NATO against Pact of Varsavia should be cool 
-International organization:this idea is still chaotic...try to make a sense of it to improve it...why not to create a sort of group-alliance,where diplomatic status is shared ? NATO for example...obviously,there is still the possibility of backstabbing
-Change your national religion:
"You and your cloning vats are an atrocity...leave your technocratic atheism and join our religion if u want a cease fire"
Answer:"here my gift...A NUKE!"
-What are u researching?I'll tell mine then exchange.
-Surrender us:why not to corrupt the leader with money or after a kidnap?an easy way to gain territory.Obviously people will not be happy...gerat riots in the sold territory.
-multi-option exchanges:not just "one thing for another",but chained requests
-Attack this...(let's make our enemies fight one against the other remaining in the shadows;obviously if rejected,the one u asked to,could advise your target...)
-trade units:to support weak allies without going directly on war
-give my city back:an enemy conquest your city;your ally frees it;shouldn't your ally give it back to u?
-That country organized something against u:to advise of terrorist attacks,espionage operation,or also requests to "attack this"
OTHER FRATURES
Civil war:when a revolution explodes,revolutionaries try to take the capital city...if they can anarchy explodes until u take it back or u move capital to another city(some turns i suggests to do this)
"World History modality":This single-player modality,is on the world map,and contains "ALL CIVILIZATIONS" (obviously,not the ones which didn't exist in prehistory such as americans;those can born only by riots.It's strange to see washington D.C. in 4000 B.C.
).To make this playable there should be the possibility to deactivate enemy moves animation (1h per turn isn't a nice thing).Amazing to play,since it remakes history.
Barbarian evolution:in the future they become free-guerilla etc.
Partigians:when one of your cities is conquered by enemies,depending on your city's loyaality they could become partigians that appear immeditely near the city to help u to regain it.Once it is regained they turn back to civilans.
Estetically-adapted Wonders:
For example:in Civ ctp II u could have seen Aristotele's lyceum in Mexico (!!!)
why not to turn it to "great philosopher's lyceum",that changes name by civilization involved,becoming aristotele's if built in greece,Confucio's if built in China and so on;Pyramids in Rome is strange:"great monument" becoms pyramid if in Egypt,Colosseum if built in Rome and so on...Would'nt that be great?
More government types,including only-theorized and subtypes:
What would have been became England if remained an Absolute monarchy and not constitutional monarchy with anglicanism (Queen/King is also religious leader) We'll never know,because in civ ctp II there isn't such a choice...
We need also new futuristic types .
