need a little help to get mod going

When I select the mod and setup my game, (selecting Washington) I get the loser screen on startup. I'm not using any other mods, just 3ve. Civ5 is fully patched.

If anyone can give me a clue what I'm doing wrong, I could use the help.

I was able to get it loaded by actually selecting a map. I usually click thru to the advanced setup screen. My bad.
