Negative gold? Bug or "feature"?

So in my current game I was surprised when I went to the trading screen and saw that Lizzie had -20 gold for trade and was earning -1 gold per turn. I quickly scanned the bug reports central thread and didn't see anyone mentioning this.

Bug or "deficit spending"?

Deficit spending enabled by one of the techs, forgot which.

Representation civic perhaps? It's definitly one of them though, I think one of the Government civics.
