New building aint showin'

Alright, so I have the Advanced Missiles Mod goin' on with the ICBM in the game. I added the bunker and after a few days of practicing the song Technologic on this mod (exaggerated but to the point :lol:) I've finally come to the CFC for help. I checked, double checked and triple checked the XML file for it and don't see any syntactical errors. I checked the cache and all that jazz, mind you the ICBM is working fine so my mod properties are all nice and tidy. When uploading* this mod version I always delete the one I just had and enable the new one. The XML is here, this is just the base building since I've taken out a few lines that specify it's in-game job for testing purposes:

Since <NukeImmune> is used on some buildings already, I feel safe using it but other tags in the schema i.e. <NukeModifier> hasn't been used in other buildings so I'm leaving it out until I can get the base building to show up in the game - I don't know if any unused tags from firaxis is actually safe to use.
