[R&F] New civ doesn't show in selection screen [SOLVED]

I have been working on a new civilization using the template given in Modbuddy. I made some custom civs back in Civ V but this is my first attempt for Civ VI. I am using XML exclusively because I don't know how to do anything else and I can get information from the game assets to help me work my way though it.

When trying to load the mod so that I can make sure some of the information I have is working properly it doesn't show in the selection screen. These are the error messaged I get when looking up the logs.

This is still very new to me and looking things over I haven't been able to find where I went wrong. Any help from those more knowledgeable is appreciated. If you need me to share more information I am happy to do so. Just let me know what you need to see.

If you are building to Rise&Fall you need a criteria value set-up in the modinfo file to tell the game to use the Actions for Rise&Fall, so without it your civ will only load into Vanilla. Turn off Rise&Fall in the Additional Content page and see if your civ and leader show up in the selection menu: if so, you are missing the needed criteria value for Rise&Fall in the modinfo file. You can just download pretty much anyone's Rise&Fall-compatible civ-mod and look in their modinfo file to see exactly what is needed.
 
Sure enough, when I disabled Rise and Fall I could see it in character selection. I will find a mod to copy and make the necessary changes.

I find it strange that the modbuddy template doesn't have that included.
