New Combat System Mod

Does anyone know how difficult it would be to mod the combat system without going too far into the game's c++ code? Just using the XML to create the units and some model editor for the units. I was thinking of changing the combat system to make it more in-depth once someone has struck a balance with the time eras issue. The new system would start off as rock-paper-scissors and get more complex as the game progresses.

For example:

Ancient era the game is rock-paper-scissors:

Warrior beats slinger, slinger beats javelin, javelin beats warrior

Classic era is the addition of siege/bowmen and a more complex r/p/s:

Spearman beats horseman and shortswordsman
Horseman beats shortswordsman and axeman
Shortswordsman beats axeman and has raiding bonus
Axeman beats spearman easily

Bowmen are the best for defending cities
Catapults are the best for taking out archers and other defenses

Then the game gets more complex like that. Any suggestions? The hardest part will probably be making good-looking models since it looks like firaxis designed the game to allow most modding from the XML.
