I was reading about the Assyrian empire.
Apparently there was a close connection between their military campaigns and the construction of new cities. Thanks to the capture of foreign citizens and the plunder of various riches new cities could be founded very quickly.
So I thought that a third option for using a leader would be to found an advanced city, that is a size 6 city which contains all researched infrastructure (except wonders).
I think this would really benefit players who choose to go to war in the ancient age. It also benefits militaristic civs which are a bit weak in my opinion.
This does not unhinge the game, because getting a great leader early is usually a gamble that requires greater military spending than just expanding in normal fashion. Later in the game when leaders are easier to get because of more units the founding of new cities will not unbalance the game too much.
