OK, for one thing, you just can't add unit slots like that.
Download a scenario. Any scenario. The engine used by vanilla Civ 2, CiC, FW, and MGE can use a maximum of 62 units, all in a the proper unit slots as seen in the original units file. (Example) Test of Time has more units, but you can't add unit slots, and, well...
Just what are you trying to do? If you're making a WWII scenario, 1)you'd probably do well to replace some old pre-WW2 units with the WW2 guys you want, and 2)you can find much, much better Civ2 World War II graphics on the web (just try here and at Apolyton's Scenario League)
Martin, Actually there is a thing called the scenario editor built into the game. Its not fool proof nor very flexible but using it will give you an idea of what you can do manually.
