new railroad concept

I haven't read it in here, but i believe it is mentioned in another section:
it's not logical to move forces to he other end of teh map without movement cost. So giving railroad 2 or 3 times he effect of roads could make a huge difference. Maybe upgradeable to maglev? HST would be to similar to railroad tracks, maglev gives a pretty visual difference...
