New to game, where does the House legislate?

Hi, I am new to the Demogame, and i know this game is ending, and
a new one starting soon (which I will join), but I am trying to look at
the older threads to see how the DG5 constitution was implemented, and
one thing I see missing is a place where the 'House' (of citizens) meets
and proposes laws. How does this important aspect work? Where are
the current Laws listed / archived?

I expected to see proposed laws,
some discussion and amendment, etc... followed by a vote.
I do see a lot of polling going on, but that seems to be leadership
directed rather then member directed. But maybe i don't quite get it.
When you are new, you don't understand things that people have been
playing just take for granted!
