No air unit limit in vassal cities

In my recent 3.13 game I could place lots of airship units in the cities of my vassals, but only four in my own.

I can confirm this.
Though it's hard to believe nobody noticed it bofore!

Someone did notice it, it's already fixed in the unofficial patch.
